NATIONAL TELECOMMUNICATIONS COMMISSION-NATCOM

The National Telecommunications Commission (NATCOM) is the statutory of government tasked with the regulation of Sierra Leone’s telecom sector. Through its licensing and regulatory regimes, the Commission promotes industry investments and expansion, fair competition, the protection of consumers, innovations in technology and efficiency across the industry. NATCOM is a collegial body that comprises a secretariat, which acts as the administrative arm of the Commission.


The Telecommunications Act, 2006 that created NATCOM has been amended by Parliament in order to fulfill the requirements of the ECOWAS Supplementary Acts and Directives relating to telecommunications.


The telecommunications (Amendment) Act, 2009 has created (statutorily) the position of Director-General.

The Commission is seeking competent and suitable Sierra Leonean Professionals (domestic or in the Diaspora) for this vacancy:


1.      Director-General (DG)

NATCOM


Candidate Requirements


The Director-General (DG) of the Commission reports directly to the Chairman/Commissioner of NATCOM. The DG serves as the Chief Executive Officer (CEO) of the Secretariat Administration. The Secretariat is tasked with the development and implementation of the operational strategies for the Commission and it provides the Commission with requisite professional advice for implementing the government’s telecommunications policies. The DG will oversee the administration of the five operational divisions of the Commission.


Key Responsibilities:


·              
Overseeing the daily operations and management of the Commission

 ·              Responsible for the development and implementation of the programmes designed for performing the functions of the Commission

·               Work with the Commission to determine and provide for the technical needs of the Commission

·               Ensure continuous improvements for the Commission’s human capital

·               Establish and maintain the strategic directions of the Commission

·               Ensure the enforcement of established controls over the Commission’s assets  


Candidate Profile:


·         
MSc in Telecommunications or MBA in Management with a BSc in telecommunications/Information Systems.

·          Solid knowledge of the domestic, regional and global telecommunications market

·          Very strong background knowledge in telecommunications regulation in developing countries.

·          Min. 10 years work experience in related field.

·          Strong knowledge on the roles of telecom regulations in a liberalized market place.

·          Excellent managerial and interpersonal skills

·          Good organizational and presentations skills

·          Strong understanding of the telecommunication laws of Sierra Leone and other ECOWAS States

·          Interested candidates must be between the ages of 45 and 60 years.

2. Deputy Director-General (D-DG) NATCOM

Candidate RequirementsThe Deputy Director-General (DDG) of the Commission reports directly to the DG NATCOM and shall assist the DG in the performance of the DG’s functions and shall act in the DG’s absence.

The Secretariat comprises five Divisions with each Division headed by a Director and the Directors report directly to the DG. The Secretariat is tasked with the development and implementation of the operational strategies for the Commission and it provides the Commission with requisite professional advice for implementing the government’s telecommunications policies. The DDG assists the DG in overseeing the administration of the five operational divisions of the Commission.

Key Responsibilities:

· Assist the DG in overseeing the daily operations and management of the Commission
· Provide support to the DG in developing and implementing programs designed for performing or executing the functions of the Commission.
· Support the DG in determining and providing for the technical needs of the Commission.
· Responsible for the supervision of staff and personnel of the Commission.
· Conduct divisional performance audits through review of the divisional quarterly performance reports and provide appropriate guidance for the effective delivery of the Commission’s services.

Candidate Profile:

· MSc in Telecommunications or MBA or LLM with proven knowledge in Telecommunications.
· Systems solid knowledge of the domestic, regional and global telecommunications market and familiarity with International Telecommunications markets and
· Very strong background knowledge in telecommunications regulation in developing countries.
· Min. 8 years work experience in related field.
· Firm understanding of regulatory challenges in competitive markets
· Extensive understanding of telecommunications billing and OSS
· Background knowledge in tariff management and analysis
· Strong knowledge on the roles of telecom regulations in a liberalized market place.
· Excellent managerial and interpersonal skills
· Good organizational and presentations skills
· Outstanding writing and presentation skills
· Strong understanding of the telecommunication laws of Sierra Leone and other ECOWAS States
· Interested candidates must be between the ages of 35 and 60 years.
