TERMS OF REFERENCE
Position Title: Senior Logistics Assistant
Location: Country Office in Freetown
Post Grade: Equivalent GS 6
Contract Type: Service Contract
DUTIES, RESPONSIBILITIES AND OUTPUT EXPECTATIONS
Under the general supervision of Country Director, the Senior Logistics Assistant reports to the Head of Logistics.
Accountabilities: within delegated authority, the Senior Logistics Assistant will be responsible for the following duties :)
o Co-ordinate under supervision of Head Logistics, the logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of WFP cargoes;
o Assist in the training of staff, particularly ensuring that support staff are adequately trained, cross trained and identify any additional training needs to achieve high working standards;
o Follow up on projections of needs and call forward requirements/pipeline
o Monitor the movement of food and non-food items under CO projects and operations;
o Collect regional and statistical information related to needs in various locations through market surveys and other means;
o Liaise with the sub-offices on the distribution and control of food and non-food items;
o Prepare contracts for the transport of food and non-food items in both emergency and development operations;
o Conduct regular visits to WFP warehouses and EDPs to ensure conformity with WFP regulations for storage of food and non-food items;
o Maintain cost data on various means of transport in the Country;
o Deliver WFP standard waybills and landside transports instructions to those involved in the transport of WFP operations; ensure that the proper paperwork has been prepared;
o General accounting and reporting on food (using COMPAS) and non-food items and ensure that internal control systems are functioning and that all relevant records are maintained;
o Supervise general service staff as required and perform other reated duties as assigned.
Results Expected:
At G6: well organized, reports and/or records, put together independently with only general guidance. Well organized work with accurate information and databases; efficiently supervised team of support staff or work unit.
Critical success Factors:
At G6: sound judgment; ability to extract, interpret, analyse and format data and to resolve operational problems. Ability to work with minimum of supervision; to supervise and train support staff; and to work effectively with people of different national and cultural backgrounds.
Ability to work with accuracy under time constraints and pressure; to deal patiently and tactfully with staff members and others and to have a high sense of confidentiality, initiative and good judgment.
Education:
Higher/ advanced Diploma in purchasing/ supply, Business Admin. Transport and Economics or any advanced technical or University Courses in a field Related to WFP logistics/transport activities.
Experience:
At G6: at least five years of practical commercial/ professional experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport .
Knowledge:
Experience utilizing computers, including word processing, spreadsheet and other software packages. Knowledge of WFP/UN administrative regulations and rules, and WFP/UN policies and procedures in the area of work.
Language:
General Service (field positions): fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

WFP in Sierra Leone
WFP provides food assistance to vulnerable communities with a view to enhancing their capacity to meet their food and nutritional need; assistance is provided through Mother-and-Child Health and Nutrition Intervention, School Feeding, Food for Training and Food and Cash for Work.
WFP will soon start procuring rice and oil locally and thus link farmers and food processors to the market efforts are underway to build up the local production of a fortified blended food to pregnant and lactating women and moderately malnourished children. In 2008, WFP Sierra Leone supported a total of 474,000 people with 15, tones of food.
Position Title: National Programe Officer (Education and Training)
Location: Country Office in Freetown
DUTIES, RESPONSIBILITIES AND OUTPUT EXPECTATIONS
Under the general supervision of the WFP Deputy Country Director and the direct supervision of the International Programme Officer for Nutrition and Education, the National Programme Officer (Education and Training) within delegation authority will be responsible for the following duties:
· Provide strategic and conceptual advice on medium and long-term support to WFP support school feeding and training institutions in collaboration with the Ministry of Education, Youth and Sports, other Ministries, UN agencies and NGO partners.
· Actively search for the latest findings, policies and practices with regards to education and training and overall food security.
· Ensure compliance with WFP’s policies, criteria and procedures with respect to education, training and food assistance.
·Take the lead in managing WFP assistance to education sector interventions which included implementation and monitoring of programmes and activities throughout the country.
· Develop and sustain close liaison with key professionals in Government, UN agencies especially (UNICEF, donor agencies, and NGOs engaged in the field of education and training.
· Plan, prepare and conduct joint quarterly and bi annual review sessions on programme implementation with cooperating partners for education and training interventions.
· Participate in education sector working groups and represent WFP in inter scrotal meetings on education and training
· Conduct regular field for visits to monitor the implantation of WFP assisted schools and training institutions at the beneficiary level and prepare timely reports comprising findings, critical analysis, conclusions and recommendations.
· Liaise with the WFP headquarters school feeding unit on conducting baseline surveys, and updates on policies and procedures concerning school feeding and training interventions.
· Organize and conduct training workshops aimed at increasing national capacities to plan, monitor and implement appropriate and effective WFP assisted education and training interventions.
· Closely liaise with the in Country and headquarters WFP vulnerability analysis and mapping (VAM unit on the design and targeting of education interventions to the most food insecure and vulnerable groups.
· Work closely with the Government and other WFP staff in conducting school feeding assessment surveys.
· Prepare regular overviews on the School feeding and training interventions and advise on any evolving situations.
· Assist Government partners on the maintenance of records as stipulated in agreements and ensure that reports required for WFP are accurate and provided as scheduled.
· Provide data and analysis inputs to the preparation of standard project reports, annual reports and fact sheets.
· Supervise staff of the education and training unit and provide training and technical guidance in their work.
· Perform other related duties as assigned by WFP Management.
QUALIFICATIONS AND EXPERIENCE
The successful candidate will have a University degree in the Social Sciences with sound knowledge of the education and training sector. She or he will have at least three years of progressively responsible professional experience in education, food security and training programme management. Preferably in a UN agency or an international NGO.
Any exposure to successful education and training programmes in Country or aboard will be an added advantage.

TERMS OF REFERENCE
Position Title: Travel Assistant
Location: Country Office in Freetown
Post Grade: Equivalent GS 4
Contract Type: Service Contract
Under the direct supervision of the Sr. Administrative Assistant, to whom he/she will report to, the Administrative Assistant will carry out the following specific duties:
· Arranges for security clearances for all travelers.
· Verify travel claims for accuracy and in conformity with administrative rules and regulations;
· Files copy of Travel Authorization in sequential order.
· Check Travel Log and Travel Authorization file for outstanding Travel Authorizations
· Reserve/confirm flight bookings; and make photo copies of all required documents;
· Log All Travel Authorizations and Travel Expense Claims sequentially.
· Arrange pick-up/drop-off official travels
· Acts on purchase Orders to travel agents.
· Communicate with the traveler, travel details including, Travel Authorization, Security Clearance. Ticket etc.
· Liaise with Travel Agents to regularizes and obtain update fares, flight schedules, and other services
· Circulate Travel information at the beginning of each quarter or as changes occur.
· Liaise with sub-office on the weekly/monthly Travel plans
· Assists with administrative clerical duties;
· Raise Travel documents in WINGS
· Supervise all travel related processes (Internal and International)
· Responds to Travel queries from a variety of Sources
· Draft correspondences relating to area of responsibility
· Perform other related functions as may be required
Results Expected:
At G4: produces organized accurate and well documented records confirming to required format with well analyzed data.
May provide guidance on office practices to staff in lower grades.
Critical Success Factors:
At G4: ability to review a variety of data, identify and adjust data discrepancies. Identify and resolve operational problems.
Ability to communicate moderately complex matters clearly and concisely. Ability to perform detailed work of a confidential nature and/or handle a large volume of work possibly under time constraints. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
Education:
Secondary School education. Certificate/Diploma in Administration/ Travel is an added advantage. Fluency in English.
Experience:
At G4: At least three years of progressively responsible travel and general administrative work including at least one year in the field of accounting, human resources, administrative services or other related field.
