Applications are invited from suitable qualified Sierra Leoneans to fill the under-mentioned vacant positions at the Sierra Leone Environmental Protection  Agency (SLEPA). The SLEPA  is a body corporate to provide for the effective protection of the Environment and related matters.

 

Position: Deputy Executive Director Operations Support and Research


Function:
Assist the Executive Director of the Sierra Leone Environmental Protection Agency, to implement the strategic goals and objective of the Sierra Leone Environmental Protection


Salary: Attractive


Report to:
Executive Director Board of the Sierra Leone Environmental Protection Agency.

. Undertakes research on pollution control, natural resources management and the state of the environment;

.  Assist the Executive Director in the implementation of the Environment, awareness raising and information transfer;

. Under the mainstreaming of environmental and natural resources management into national development policies, programmes and projects;

. Assist the Executive Director in the formulation of environmental policies, standards, regulations, strategic and operational plans;

.  Promote the domestication of International/global Environmental Agreements, Protocols and Conventions;

.  Supervise the implementation of International/global Environmental Agreements, Protocols and Conventions; 

.  Coordinate the development of strategic Environmental Impact Assessment Framework for all public sector policies;

.  Supervise the implementation of environmental auditing and quality control;

.  Monitor the implementation of strategic and Environmental and Social Impact Assessment of policies, programmes and projects;

. Coordinate the development of the framework for monitoring the implementation of chemical control and management;

. Supervise the enforcement and compliance of environmental standards and regulations;

.  Monitor the operations of industries;

. Supervise public relations of the Agency;

. Supervise coordination and cooperation of Intersect oral and International Agencies for effective sectoral environmental management;

. Provide direct supervision to the line Directors on department activities;

. Maintain a record of the environmental impact assessment license issued by the Sierra Leone Environmental Protection Agency (SLEPA)

. Develop and maintain database of activities to the inspection of premises and or facilities of projects listed under the Act.


Qualification:


. Advance Degree in environmental/natural resources management/ Environmental Law, Engineering or related field with at least eight years relevant working experience with three years at senior management level. Experience and proven knowledge in Carbon Trading Negotiations and Environmental Impact Assessments will be an advantage


Demonstrated Competence:

Professionalism: Demonstrated competence in management, policy making, planning and monitoring. Incumbent should be conscientious and efficient in observing deadlines and achieving result; take accountability for goals and challenges. Communication: Effective and distinct communication ability with excellent written and verbal communications skills. Decision Making: Good judgment and ability to find solutions to difficult situations and the ability to negotiate suitable arrangements for environmental programmes and the organization as a whole. Leadership: Proven track record of excellent managerial/leadership skills. Proven knowledge and record of building and managing staff and creating an enabling environment, including the ability to effectively lead and supervise. Is a seasoned and strong team player who welcomes and appreciates debates. Serves as a role model; empowers others to translate vision into results; is proactive in developing strategies to accomplish objectives; establishes and maintains relationship with a broad range of people in order to achieve sustainable environmental objectives; drives for change and improvement; shows the courage to take unpopular stands; in order to enhance sustainable environmental objectives; drives for change and improvement; shows the courage to take unpopular stands; in order to enhance sustainable development.

 

Position: Deputy Executive Director in charge of Field Operations and Extension

 

Function: Assists the Executive Director of the Sierra Leone Environment Protection Agency to implement the strategic goals and objectives of the Sierra Leone Environmental Protection

 

DUTIES AND RESPONSIBILITIES:


.
Report to the Executive Director;

. Assists the Executive Director oversee, coordinate and supervises the overall

operation of the Agency at regional and district levels;

. Assist the Executive Director to coordinate and monitor the implementation of     environmental policies, programmes and projects of the Agency, line ministries and environmental non-governmental organizations at regional and district levels.

.  Provide guidance to District Councils Environment Committees on all matters relating to the protection and management of natural resources and the environment;

.  Ensures that environmental planning and state of the environment reports at regional and district levels are undertaken in collaboration with the Department of operations support, planning, policy and research;   

. Investigate areas of environmental degradation, deforestation and pollution;

. Assist the Executive Director in the coordination and implementation of ESIAs at regional and country levels in collaboration with the department of operations support, planning and research;

. Ensure that public hearings on environmental impact assessments in the districts are undertaking as prescribes in the Act in collaboration with the Environmental quality control department.

.  Maintain a record of the environmental impact assessment licenses issued by the Sierra Leone Environmental Protection Agency (SLEPA);

.  Ensure enforcement and compliance actions are implemented at regional and district levels in collaboration with the Department of environmental quality control;

. Determine and report cases of   environmental emergency at regional and district levels;

. Establish and advice the needs for the Agency on all matters related to logistics equipment training etc.

.  Provide technical guidance to the environmental officers at regional and district levels and Districts Councils environmental officers;

.  Assist District Councils in the development of their environmental education strategy and awareness raising programmes in collaboration with the department of environmental education and information;

. Guide the design of strategies and plans for environmental education and awareness raising programmes carried out by the district councils;

. Develop and maintain database of activities related to the inspection of premises and or facilities of projects listed under the Act.
