Human Resources Superintendent
Job Title: Human Resources Superintendent

Job purpose
To ensure that the right people are recruited, trained, managed and rationalized, so that they give of their best to their jobs. To contribute towards the formulation of an overarching strategy for the efficient utilization of labour within the framework of national labour rules, regulations and statutory instruments
Essential Functions and Responsibilities
Within the limits of delegated authority:
· The Human Resources Superintendent will implement all Human Resources/Personnel Policies on site
· Select, develop and retain the right caliber of national staff needed by the project
· Work closely with other departments, in a consultancy role, and assist line managers to understand and implement policies and procedures
· Promote diversity, racial, religious and ethnic tolerance as part of our organizational culture
· Liaise with various organizations to which employees are constitutionally or legally linked or committed. These include, but are not limited to, NASSIT and trade unions
· Administer the project’s performance appraisal system and make recommendations for promotions, succession planning/training and general organizational design
· Administer job analysis questionnaires, develop job descriptions, assist in job evaluation and job grading
· Help in administering project payroll and maintain records relating to staff
· Interpret and advise on employment legislation; listen to grievances and implement disciplinary procedures for employees below managerial level
· Participate in project manpower planning or labour market analysis
· Conduct exit interviews and calculate labour turnover
· Ensure that general information on policies, strategies and control systems is disseminated to all layers of the workforce
· Research and monitor other HR systems
· Write monthly reports for General Manager
· Monitor scheduled absences such as holidays, travels, short breaks and annual leave, and ensure that employees return to work on time
· Organize leave and break entitlements for staff
· Provide induction and counseling to staff
Other Functions and responsibilities
· Liaise with local shop stewards
· Show active interest in the welfare and safety of employees
Supervisory Responsibilities
· Supervises health and safety staff including laundry and general cleaning personnel. Also has supervisory responsibility for HR clerks
Minimum Requirements
· Degree in Human Resources Management or Business Administration/Management
· Membership of the Institute of Personnel Management or Chartered Institute of Personnel and Development is an added advantage
· At least four years experience in human resources/personnel management
· A trade certificate with over four years of HR experience will be given consideration Knowledge, Skills and Abilities
· Knowledge of excel and other HR spreadsheets
· Knowledge of quantitative and qualitative research methodologies
· Knowledge of local labour laws
· Verbal facility in English Language
· Manual dexterity in computer usage
· Ability to work under pressure
· Tactfulness
· Ability to work long and flexible hours
Working Conditions
· May work in an open office
· May spend long hours sorting files
· HR Superintendent will serve many people and departments at the same time
· May work in intermittently noisy environments
