A Background Information

The National Revenue Authority continues to forge ahead in deepening reforms in the revenue administration environment in Sierra Leone. Some of its key areas of concentration in the short-to medium-term include the introduction of Value Added Taxation, the automation of the tax administration tasks and processes, including the networking of the various activities of the Authority, and strengthening the research capability of the Authority.

Against the above background, the National Revenue Authority is looking for suitably qualified Sierra Leoneans who particularly wish to make a career in revenue administration, to fill the vacancies indicated below.

Prospective applicants are strongly advised to read the next (General Information) Section of this advert carefully.

Salaries and Conditions of Service

We aim at attracting, developing and retaining the best skills to meet the highest standards of performance in revenue administration through a combination of attractive salaries and conditions of service, and intensive capacity building strategies.

Recruitment Basis and Nature of Assignments

In all cases, the assignment is on a permanent, full time basis, subject to an initial probationary period and subsequently, to annual appraisal.

In all cases candidates must be capable of working under pressure and in a team, and have a high standard of integrity.

 

Computer Literacy

In all cases candidates must have a high degree of demonstrable proficiency with computer­ based applications, including MS-Excel and MS-Word.

a. Full Name;

b. Contact Address;

c. Work Experience, Including in each job assignment, the institution, job title, and specific duties and responsibilities but more importantly stressing any special achievements on the job, as well as the candidate’s personal contributions to the overall goal of the institutions in which (s)he has worked;

d. Qualifications, including the educational institution attended, degree or diploma obtained and dates(s) of completion

e. Computer Literacy, demonstrating your degrees of proficiency in the basic packages, and any familiarity with specialized computer application packages, including, as applicable, accounting, statistical or econometric packages

f. Names and addresses, including telephone numbers, of two (2) referees, one of whom must be a recent or present employer and the other a past or present head of your department in the highest educational institution attended.

1. Position: Senior Collector (1) Public Affairs and Tax Education

Location: Head Office

Reports to: Assistant Commissioner, Public Affairs & Tax Education

Supervises: All junior level staff of the unit.

 

Job Description:

· Implements policies and procedures relating to Public Affairs and Tax Education.

· Draws up a programme of activities for taxpayers education.

· Plans, implements and reports on tax clinics with stakeholders

· Ensures that the Authority’s programme and activities are disseminated through appropriate electronic and print media.

· Produces the Authority’s newsprint/bulletin.

· Ensures that all properties and other resources allocated for use in the Public Affairs and Tax Education Department are efficiently managed and utilized for the overall benefit of the Authority.

· Performs any other related duty that may be assigned him/ her from time to time.

Qualifications:

A degree in Mass Communications with at least two (2) years post qualification experience in a reputable enterprise.

OR

A degree in Liberal Arts or Social Sciences plus a Diploma in Mass Communication with at least three (3) years post qualification experience in a reputable enterprise.

Competency Standards:

· Excellent oral and written communication skills

· Excellent interpersonal skills

· Forward thinking and excellent planner

· Reasonable knowledge of the taxes administered by the Authority

2. Position: Senior Collector (1) Special Investigations

Location: Head Office

Report To: Assistant Commissioner, Special Investigations & Intelligence

Supervises: All Junior level staff of the unit

Job Description:

·Caries out special investigations of all tax fraud, customs offences, Precious minerals, Non Tax Revenue (NTR) and other related offences,

· Supervises the training of staff to enhance their skills and abilities for Effective investigation,

· Prepares monthly report on the activities of the unit,

· Ensures that all properties and other resources allocated for use by the Special investigations section are efficiently managed and utilised for the overall benefit of the Authority.

· Any other related duty that may be assigned from time to time.

Qualifications:

Not below part two of professional accounting body such as ACCA, CA, CIMA & CPA with not less than two (2) years relevant post qualification experience or a degree in

Economics with Accounting bias with not less than (3) years of post qualification

experience.

COMPETENCY STANDARDS:

· Must demonstrate strong interpersonal and communication skills. (Both oral and written)

· Excellent analytical and report writing skills.

· Must possess a high degree of responsibility in the management of documents and information.

· Must be able to manifest a high degree of secrecy,

· Must have the ability to work under pressure and meet deadlines.

· Must be able to coordinate and work with others to achieve result.

3. Position: Collector ( 2 )-Training

Location: Head Office

Reports to: Principal Collector- Capacity Building/ Human Resource Mgt.

Supervises: All junior level staff in the unit

Job Description:

· Assists in carrying out training needs analysis to identify training requirements of staff of the Authority.

· Assists in identifying skills gap

· Assists in the preparation of an annual training calendar for all categories of staff of the Authority.

· Prepares training modules for courses and training, orientation and staff attachment programmes of the NRA.

· Delivers training programmes as a resource personnel, facilitator and trainer.

· Coordinates and ensures the effective and efficient organisation of workshops, conferences, seminar and other forms of training.

· Maintains record of all training conducted and ensures that information on performance of participants in training programmes is filed on personnel folders.

· Sees to the dissemination of information on training program to all departments and staff.

· Assists in developing a career development plan for staff.

· Conducts staff orientation on the use of administrative and Human Resource systems.

· Any other related duty that may be assigned from time to time.

Qualifications:

A Honours Degree in Social Sciences, Human Resource Management or related field with not less than 2 years post qualification experience in a similar capacity in a reputable organisation.

Competency Standards:

· Forward thinking and excellent planner who is capable of meeting deadlines

· Goal oriented with excellent interpersonal, information gathering and analytical skills

· Ability to work in a team setting and under pressure

· Excellent verbal and written communication skills

· A Diploma in Education would be an added advantage
