VACANCY

Action Contre la Faim (ACF) is an International Non-Governmental Organization that is charitable, impartial, non-political, independent and non-profit making, with headquarter in Paris, France.

ACF has humanitarian programmes in more than 45 countries, assisting victims of war and famine. In Sierra Leone ACF opened in 1991. ACF’s overall objective in these contexts is to fight against hunger and this is achieved through the implementation of nutrition, health, food security and water & sanitation projects. Emergency relief responses to immediate needs are usually followed by longer-term activities aiming to enable affected populations to regain their self-sufficiency.

ACF is undertaking a Nutritional Causal Analysis (NCA) survey in Freetown, Koinadugu and Moyamba Districts and is seeking a motivated, dynamic and experienced candidate for:

1. JOB TITLE: Team Leader -NCA
SUPERVISOR: Food Security Expert
LOCATION: Freetown, Koinadugu and Moyamba
DURATION OF CONTRACT: 52 days (divided in 3 periods with breaks between them)
AVAILABILITY: 8/02/2010 – 03/07/2010
STARTING DATE: ASAP
SALARY SCALE LEVEL: Le 38,000 per day
PERDIEM/Accom (OUT OF FREETOWN) Le 35,000 per night
Objective of the Position

Ø To organise and carry out the evaluation of the nutritional situation of the target population
Ø To manage data collection team :
Ø Give input and participate to data analysis
Ø Represent the Organization when liaising with the partners:

Description of the Position Tasks:

- To strictly follow the assigned methodology for the data collection;
- To check anthropometrical measurements (weight, height, MUAC, oedema) of target population and ask additional questions as demanded;
- To bear responsibility for the correctness of measurements and responses by surveyors; (be able to do and supervise weight for height , MUAC and oedema checking)
- To do the interview on questionnaire and fulfil the forms
- To ensure the well being of people interview and measured;
- To draft activity reports;
- To be responsible of material order, maintenance and verification (calibration on daily basis, well storage and use of the material)
- To collect additional information as requested(Ensures that houses with missing data are re-visited before leaving the field)
- To supervise attendance of the team and report abnormalities (Ensures security of team members)
- To insure information dissemination inside the team (organize briefing meeting before and after work)
- To identify shortcomings and training needs of the team, report to the Food Security Expert and propose solutions
- To mediate in case of staff conflict and report to Food Security Expert
- Participate actively in debriefing sessions to analyze data
- Report any encountered problem and propose improvements
- Contribute to formulate final survey report
- Explain the activities and objectives of the project to the partners and the population;
- Represent the Organization during meetings with the partners

QUALIFICATIONS AND COMPETENCIES REQUIRED

Basic Education with professional experience in nutrition or team management - strong interest in nutrition and working with communities

Ability to read and write English, and local languages- Capacity in team management - Capacity to follow a protocol - good ability to work in a team – Flexibility - Rigour and precision - Physical aptitude-Autonomous- Patience - Motivation to work on humanitarian field- Ability to travel and stay overnight in remote contexts

2. JOB TITLE: Measurer NCA
SUPERVISOR: Team Leader –NCA
LOCATION: Freetown, Kabala and Moyamba

Ø Collect accurate data according to NCA survey methodology
Ø Give input and participate to data analysis
Ø Represent the Organization when liaising with the partners:

Objective of the Position

Ø Data entry
Ø File the data

Description of the Position Tasks:

- Check the quality of the data to be entered and inform your immediate supervisor of any problems;
- Calculate the time needed for data entry and keep your immediate supervisor informed of its progress;
- Input the data taken from questionnaires or tally in a adequate format ;
- Check the entered data;
- Summarize the entered data in the form of a report.
- File the questionnaires, anthropometric and computer data;
- Code the questionnaires and tally sheet ;
- Save the data entries regularly as well as the statistical results To collect additional information as requested (ensures that houses with missing data are re-visited before leaving the field)
- Participate actively in debriefing sessions to analyze data
- Report any encountered problem and propose improvements
- Be able to explain the activities and objectives of the project to the partners and the population;
- Present the Organization during meetings with the partners
Follow ACF rules and regulations

QUALIFICATIONS AND COMPETENCIES REQUIRED

High school diploma and certificate in computer application or professional computer experience

Knowledge of spreadsheets (Excel) – Capacity to take on board new software – Organizing capacity – Rigour and autonomy –Good level of English and knowledge of local languages- Ability to travel and stay overnight in remote context

2. JOB TITLE: Translator - NCA
SUPERVISOR: Food Security Expert –NCA
LOCATION: Freetown, Kabala and Moyamba
DURATION OF CONTRACT: 45 days (divided in 3 periods with breaks between them)

Objective of the Position
Ø Act as an interpreter during meetings
Ø Transcription of interview/ reporting
Ø Represent the Organization when liaising with the partners

Description of the Position Tasks:

- Be specific in the meaning during translation
- Ensure that the messages are transmitted clearly and correctly between the speaker and the receiver;
- Notify orally any changes in the meaning when passing from one language to another.
- Do not interfere with personal opinion during translation
- Always inform and follow the rules of polite society
- Transcript with precision interview;
- Follow rules of confidentiality
- Redact adequate feed back when asked
- Explain the activities and objectives of the project to the partners and the population;
- Represent the Organization during meetings with the partners and beneficiaries.
- Follow ACF rules and regulations

QUALIFICATIONS AND COMPETENCIES REQUIRED

Secondary education

Capacity to communicate with people and write reports - Sense of confidentiality – Good general knowledge – Good knowledge of the intervention area and local customs –Excellent knowledge of English and of local languages (temne, mende, krio, limba…)- Ability to travel and stay overnight in remote contexts
