Sierra Leone News : NaCSA Signs MOU with Community Stakeholders inKoinadugu District

The National Commission for Social Action (NaCSA) with support from the German Development Bank (KfW) has signed a Memorandum Of Understanding with the Koinadugu district council and stakeholders of Kakoya in the Kasonko chiefdom, Sonkoya in the Sulima chiefdom, Igaia, Yataya and Birowa in the WaraWaraYagalla chiefdoms to ensure proper operation, maintenance, and management of two newly constructed grain stores and three water wells.

 

Giving an overview of the programme, the GPC Programme Manager for NaCSASalifu Mansaray outlined some major benefits Koinadugu district has realized from the GPC Programme since their intervention in Koinadugu district. Mr. Mansaray stated that the people of Koinadugu should be more appreciative of the intervention of the GPC Programme in Koinadugu noting that they are one of three districts benefiting from this project including Kono and Kailahun. Mr. Mansaray reiterated that this is tax payer’s money from the people of Germany. He called on the district council and community stakeholders to use and handle these facilities with care. Following the signing of this MOU, there will be an operational maintenance of facility training that will be carried out for the water wells and grain stores by the Consultant Expert Eco-GITEC, he added.

Deputizing the Commissioner of NaCSA, Senior Director Programmes Alpha Sankoh appealed to the beneficiary communities to put up with the obligations in the MOU underscoring that the facilities should be used for their intended purpose. The Senior Director maintained that NaCSA as an executing agency has done their part and will no longer be there after the handing over of these projects. The people of Koinadugu district should take ownership of these facilities, he said. Mr. Sankoh emphasized on the culture of maintenance aimed at developing their respective communities in the district.

 

He encouraged community members to work harder and closely with the NaCSA office in Kabala and the district council. The Senior Director informed the gathering that these projects are supply community driven requested by the communities through their district council in Koinadugu. The Senior Director disclosed that NaCSA lauded the effort and support provided by the German Development Bank, through its labor-intensive approaches. 

 

The Consultant, Monitoring and Evaluation Expert, Eco-GITEC, Dr. Pascal De Campo reminded all parties to this agreement (NaCSA, Koinadugu District Council and the beneficiary Communities) that they have agreed to equitably and orderly access the facilities. The beneficiary communities should effectively operate and carefully handle the water wells and grain stores. The Consultant maintained that they should assure compliance with byelaws set locally and with technical standards outlined in the MOU. Dr. De Campo appealed to beneficiaries of these facilities to ensure regular maintenance, timely repairs, and eventual replacement of parts of the grain store and water wells.
